Bureaucracy is the enemy of the people. But what creates bureaucracy? Organizations form bureaucracies to manage risk. Fear of lawsuits and other disasters cause organizations to form bureaucracies to divert blame from individuals within the organization. The organization can them blame "the process" or "policy" instead of focusing responsibility on an individual. The downside to this is that bureaucracies create inefficiency both by introducing artificial layers of complexity into management and by rewarding incompetence. A mediocre contributor who plays the bureaucratic game well can be promoted and earn recognition more easily than a brilliant contributor who spends time focused on their work rather than managing the bureaucracy.
